This deduplicates a little of the work for setting up the symbol directory paths. Also symbolize.py has an additional feature of erroring out if the build ID is missing.

Update the Windows dumper name to
dump_syms_dwarffollowing DaemonEngine/breakpad#18. Also take advantage ofsymbolize.pyfrom our Breakpad fork.
