Update the URL to the upper-constraints file to point to the redirect rule on releases.openstack.org so that anyone working on this branch will switch to the correct upper-constraints list automatically when the requirements repository branches. Until the requirements repository has as stable/2023.1 branch, tests will continue to use the upper-constraints list on master. Change-Id: I33b0d87a32d5853f529c304546fd01f03edfbe1e

The kayobe-env script does not update the KOLLA_SOURCE_PATH and KOLLA_VENV_PATH variables if they are already set. This can lead to dangerous and difficult to diagnose issues where Kayobe uses a different version of Kolla Ansible than expected.
