Weston still depends on old version of these, I think it might be better to have separate packages instead of patching Weston's makefiles.

I think it would be better to patch that one if necessary, instead of all other packages.

A source file of Weston needs a patch for function changes due to Neatvnc API changes, is this acceptable?

That would be better, backport patches or wait until release. No need to start adding multiple versions of small packages like this, we make exceptions for this for things like ffmpeg and icu which have hundreds of dependents where its just easier to do partial updates.
